【摘要】:ThisPASestablishesaframeworkforsecuringinformationandcommunicationtechnologyaspectsofindustrialprocessmeasurementandcontrolsystemsincludingitsnetworksanddevicesonthosenetworks,duringtheoperationalphaseoftheplant’slifecycle.ThisPASprovidesguidanceonaplant’soperationalsecurityrequirementsandisprimarilyintendedforautomationsystemowners/operators(responsibleforICSoperation)Furthermore,theoperationalrequirementsofthisPASmayinterestICSstakeholderssuchas:a)automationsystemdesigners;b)manufacturers(vendors)ofdevices,subsystems,andsystems;c)integratorsofsubsystemsandsystems.ThePASallowsforthefollowingconcerns:?gracefulmigration/evolutionofexistingsystems;?meetingsecurityobjectiveswithexistingCOTStechnologiesandproducts;?assuranceofreliability/availabilityofthesecuredcommunicationsservices;?applicabilitytosystemsofanysizeandrisk(scalability);?coexistenceofsafety,legalandregulatoryandautomationfunctionalityrequirementswithsecurityrequirements.NOTE1Plantsandsystemsmaycontainsafetycriticalcomponentsanddevices.Anysafety-relatedsecuritycomponentsmaybesubjecttocertificationbasedonIEC61508andaccordingtotheSILstherein.ThisPASdoesnotguaranteethatitsspecificationsareallorinpartappropriateorsufficientforthesecurityofsuchsafetycriticalcomponentsanddevices.NOTE2ThisPASdoesnotincluderequirementsforsecurityassuranceevaluationandtesting.NOTE3ThemeasuresprovidedbythisPASareratherprocess-basedandgeneralinnaturethantechnicallyspecificorprescriptiveintermsoftechnicalcountermeasuresandconfigurations.NOTE4TheproceduresofthisPASarewrittenwiththeplantowner/operator'smindset.NOTE5ThisPASdoesnotcovertheconcept,designandimplementationlivecycleprocesses,i.e.requirementsoncontrolequipmentmanufacturer'sfutureproductdevelopmentcycle.NOTE6ThisPASdoesnotcovertheintegrationofcomponentsandsubsystemsintoasystem.NOTE7ThisPASdoesnotcoverprocurementforintegrationintoanexistingsystem,i.e.procurementrequirementsforowner/operatorsofaplant.NOTE8ThisPASwillbeextendedintoa3-partInternationalStandardtocovermostoftherestrictionsexpressedinthepreviousnotes;fortheplannedscopeoftheextendedstandards,refertoAnnexA.
