【摘要】:TheUnitedNationsCommitteeofExpertsontheTransportofDangerousGoodsintheirrecommendedregulationsplacematerialshavingaflashpointbelow23x00B0;C(73.5x00B0;F)inPackingGroupII.However,ifviscoussubstancessuchaspaintandrelatedcoatings,adhesives,polishes,etc.,meetcertainrequirements,theycanbeplacedinGroupIIIalongwithmaterialshavingaflashpointbetween23and60.5x00B0;C(73.5and140x00B0;F).Oneoftherequirementsisthatlessthan3%ofclearliquidseparatesfromthebulkofthematerialwhensubjectedtothistestmethod.AtthepresenttimemostinternationalregulatorybodiessuchastheInternationalCivilAviationOrganization(ICAO)andtheInternationalMaritimeOrganization(IMO)usetheU.N.Recommendations.ItisanticipatedthatmostnationaltransportationregulatorybodieswilladopttheU.N.Recommendationsastheirregulationsforcontroloftransportationofhazardousmaterials.AtpresenttheUnitedStatespermitsthetransshipmentofhazardousmaterialsthroughtheUnitedStatestoothercountriesunderregulationsoftheIMOandICAO.1.1Thistestmethodcoversthedeterminationoftheamountofliquidseparatedasanupperlayerina24-hperiodfromviscoussolutionsordispersionsthatcontaindispersedsolidssuchaspaints,enamels,pigmentedlacquers,adhesives,polishes,andothersimilarmaterials.Note18212;TheamountofclearliquidthatseparatesduringthistestisoneofthecriteriaintheUnitedNationsRecommendationsontheTransportationofDangerousGoodsfortheplacementofflammableviscousliquidsintopackinggroupsrelatedtoflashpoints(See).1.2ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
